About Us

Founded in 1995, Community Capital of Vermont’s mission is to help small businesses and lower income entrepreneurs prosper through the provision of flexible business financing.

Community Capital is a nonprofit 501(c)(3) organization. We are certified as (1) a Community Development Financial Institution (CDFI) by the US Department of Treasury, (2)  a Nonprofit Community Development Organization by the State of Vermont, and (3) a Microloan Intermediary by the US Small Business Administration. Notwithstanding these institutional designations, we remain a small, flexible, and innovative business loan fund!

Municipal Revolving Loan Funds

Community Capital administers revolving loan funds on behalf of a number of Vermont municipalities, including Barre City, Barre Town, Chester, Huntington, and a “partnership fund” for Colchester, Winooski, Milton, and Essex.

All of the resources associated with these municipal revolving loan funds originated with the Vermont Community Development Program. The funds may be restricted for use within the municipality and are targeted to low-to-moderate income individuals.

Vermont Job Start Program

Vermont Job Start was created in 1978 by the Vermont Legislature to help develop self-employment opportunities for lower income Vermonters. Loans are up to $25,000, and are used to start, strengthen or grow small businesses located in Vermont.

Job Start was administered by the Vermont Economic Development Authority until 2007 when it was transferred to Community Capital to provide “statewide access to flexible character-based lending.”

Throughout its 30 plus-year history, the Vermont Job Start Loan Fund has made over $5 million in small loans to help seed the start-up of microenterprises owned by low-income and low-wealth Vermonters with a viable business plan who are unable to obtain credit from conventional sources. A remarkable success!
